Job Summary

This position exists to assure that Medicaid Management Information System (MMIS) health care programs' fiscal data is accounted for in State Wide Integrated Financial Tools (SWIFT), that MMIS fiscal summary data reconciles in total and by health care program with SWIFT, that federal and state health care program and fiscal reporting needs are met and that MMIS health care programs' fiscal data is available and retrievable efficiently, accurately, and effectively for budgetary, accounting, reporting, and auditing purposes.

Responsibilities include but may not be limited to:

  • Serve as the Financial Operations Division (FOD) fiscal administrator for the Chemical Health CCDTF, Integrated Behavioral Health Fund, Continuing Care HIV/AIDS, Basic Health Program (BHP), Money Follows the Person (MFP) grants and the Health Care Elderly Waiver Contract Program.
  • Compile, complete, authorize and reconcile bi-weekly draws of federal funding in SWIFT for Medical Assistance services, MA administration, CHIP, Consolidated Chemical Dependency Treatment Fund, Integrated Behavioral Health Fund, HIV/AIDS, HIT and Money Follows the Person.
  • Assist in the compilation, analysis, and review of the annual report of expenditures that were incurred but not reported (IBNR) for both state and federal expenditures under the direction of a lead worker.
  • Process transaction type 99 MMIS recoveries and Manual Payments in SWIFT.
  • Review and analyze variance and waiver reports developed by CMS on the Medicaid Budget Expenditure System (MBES) computer system for federal quarterly reporting.
  • Develop quarterly analysis of variances based on CMS review guide and reporting.
  • Assist supervisor with data mining out of the MMIS and SWIFT data warehouses employing SQL, Access databases, and BI query running ad-hoc reports to analyze discrepancies identified by internal and external auditing.
  • Manage disbursements related to county medical support payments.

Qualifications

Minimum Qualifications

**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.**

Two (2) years of professional-level accounting experience. Experience must demonstrate:

  • Knowledge of Generally Accepted Accounting Principles (GAAP) and practices.
  • Strong computer skills including knowledge of large complex spreadsheets and databases such as Microsoft Office Suite.
  • Ability to prepare and interpret complex fiscal records and reports, recognize problems, and effect solutions.
  • Ability to analyze fiscal reports for adherence and conformance to federal laws, state statutes, and department policies.
  • Ability to gather, analyze, and interpret complex data and use the findings to identify and recommend program improvements and opportunities for simplification of processes.
  • Bachelor's degree or higher in accounting, finance or related field may substitute for one (1) year of professional experience.

Preferred Qualifications

  • Knowledge and experience of the SWIFT accounting system.
  • Knowledge and experience with Medicaid Management Information System (MMIS).
  • Knowledge and experience with SQL and BI query for data mining and data analysis.
  • Knowledge of the CMS 64 and federal reporting requirements for Medicaid.
  • Strong organizational skills and ability to prioritize multiple demands under tight time constraints.
  • Excellent analytical, research, and problem-solving skills.
  • Variety of experiences working effectively with others from different background and cultures.
