Background

UNDP, as an integral part of its mission to fight poverty and improve the lives of people around the world, is committed to being open, transparent and accountable. As part of this commitment, UNDP adopted International Public Sector Accounting Standards (IPSAS) and established a Global Shared Service Center (GSSC) to provide IPSAS transactional recording (in the areas of revenue, expenses and fixed assets), procurement, advisory and support services to UNDP Offices worldwide, and to provide training to UNDP Offices where needed. Human Resources services within the GSSC was set up earlier in 2003 in Copenhagen and it provides customized service packages to more than 40,000 UN personnel from agencies, funds and programmes across the UN System. GSSC/HR in Copenhagen has established a legacy as a major Human Resources administration center within the United Nations and is recognized as a center of excellence. The Global Shared Service Center (GSSC) is part of the Bureau for Management Services (BMS). In the area of Human Resources, the GSSC supports both staff, personnel and management in UNDP offices and units, with the full cycle of HR services ranging from recruitment, talent management, learning and development, HR policy and advisory services, benefits and entitlements management, payroll and banking transactions. Under the guidance and direct supervision of the HR Specialist and Payroll Analyst, the HR and Payroll Testing Associate provides services ensuring high quality, accuracy and consistency of work. The HR and Payroll Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The HR and Payroll Associate works in close collaboration with the WFP HR and Payroll Associate, as well as with the Human Resources (HR) Administrators within Local BES and PSA Administration teams and the Global Payroll Administrators with the Local Payroll team in GSSC. The HR and Payroll Associate provides HR and payroll services contributing to the overall efficiency in UNDP HR management and success in implementation of operational strategies. Accurate analysis of payroll information provides assurance that the HR and payroll transactions are accurate and reliable.

Duties and Responsibilities

1. Administration of personnel contracts
  • Issuance, extension and termination of a contract, enrolment in medical insurance schemes, etc.
  • Administer and certify processing of benefits in full compliance with applicable Personnel Policies and Procedures and the Accountability Framework.
  • Determine, verify and approve financial entitlements related to Personnel contracts, including hires, life and organization events, end of service, ongoing entitlements and salaries to achieve the following results:
  • Accurate determination of financial entitlements of personnel transactions.
  • Timely processing and approving of financial payments to support Personnel policies in coordination with GSSC payroll team.
  • Increased efficiency as a result of reduction in recoveries, advances and other exceptional payments.
  • Accurate processing of financial entitlements to correct UNDP and third-party funds.
  • Provide high quality, timely and accurate service; foster client understanding and confidence in the GSSC as a credible HR service administrator.
  • Maintain accurate workforce database for contract holders under his/her portfolio.
2. Ensure payroll, banking and costing data is updated in the sytem:
  • Ensure administration of payroll, banking and costing services to all personnel whose payroll is administered in Quantum.
  • Ensure accuracy of payroll transactions and compensation components such as one-time or recurring earnings and deductions, manual entry of allowances and benefits where necessary.
  • Reply to queries and assist in solving issues related to Global Payroll and HR data from HR, Global Payroll administrators within GSSC and in the HQ.
  • Ensure accuracy of Quantum Global Payroll banking setup such as source banks and employee destination banks setup.
  • Ensure posting of expenditures to the General Ledger for UNDP and partner agencies.
  • Provide support on HR and Financial policies and procedures related to payroll.
  • Contribute to knowledge base, particularly with Country Office specifics, and analyze Country Office Performance.
  • Run Payroll Processes e.g. cancellation, recalculation and finalization of payroll.
  • Provide out of hours support and undertake other related tasks as required.
3. Ensure verification and data integrity of the accuracy of the financial transactions posted to the General Ledger.
  • Ensure Global Payroll expenditures are accurately reflected in the General Ledger reconciliation.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. Regional Payroll/HR Associate will be reporting to HR Specialist (P3).

Required Skills and Experience

Education:
  • Secondary education is required.
  • A university degree in Human Resource, Business Administration, Public Administration, or an equivalent field will be given due consideration, but it is not a requirement.
  • Specialized certification in Human Resources or Finance Resources Management is an asset.
Experience:
  • Minimum of 7 years (with high school diploma) or 4 years (with bachelor's degree) of progressively responsible HR/finance experience at the national or international level is required.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP.
  • Experience using Oracle Cloud/Quantum payroll.
  • Good knowledge of Quantum HCM modules is an advantage.
  • Knowledge of UN/UNDP human resources policies and rules and regulations is meritorious.
Language Requirements:
  • Fluency in the UN language of the duty station is required.
  • Working knowledge of another UN language is desirable.
