Los Angeles Unified School District (LAUSD) is seeking an INSURANCE
MANAGER to oversee the day-to-day operations of all areas in the Risk
Finance and Insurance Branch, including insurance, self-insurance, and
claims programs.
The Insurance Manager receives general direction from the Director of
Insurance. General supervision is exercised over professional, technical
and clerical insurance staff. This position works out of the central
LAUSD offices at 333 South Beaudry Ave., Los Angeles, CA 90017.

The Division of Risk Management and Insurance Services' mission is to
protect the assets of the District by identifying risks, developing and
managing programs to control and minimize losses, and promoting safe,
healthy and secure learning and work environments.

The Division consists of three (3) branches: Benefits Administration
Branch, the Risk Finance & Insurance Branch, and the Integrated
Disability Management Branch.
The Benefits Administration Branch is responsible for the management
and oversight of the District's health benefits programs for over 190,000
employees, retirees and eligible dependents. In addition to health and
welfare benefits, Benefits Administration administers programs such as
flexible spending accounts, retirement savings plans and life insurance
programs.
The Integrated Disability Management Branch (IDM) is responsible for
employee absence management, disability management, and industrial
injury-related functions in the District.
IDM is composed of two sections: Disability Management and Workers'
Compensation. Each section has a unique role in promoting the return of
injured, ill, or disabled employees to gainful employment.
The Risk Finance & Insurance Branch is responsible for protecting
assets exposed to various risks related to tort claims, theft, damage to or
destruction of physical property, injury to students, and risk within the
course of school construction, and natural disasters. Staff also assesses
the risk of loss and ensures compliance with insurance requirements for
field trips, special events, civic center permits, procurement contracts,
and charter school petitions. It is composed of two sections: Risk
Finance and Property & Liability.
THE IDEAL CANDIDATE
LA Unified anticipates hiring an Insurance Manager to oversee the
day-to-day operations of all areas in the Risk Finance and Insurance
Branch. Our Ideal Candidate:
- Possesses broad professional, technical and management experience
in various areas of insurance, self-insurance and claims programs.
- Is knowledgeable about current best practices in the area of insurance
administration, including applicable local, state and federal laws
pertaining to insurance program and possesses preferred professional
certifications.
- Possesses experience evaluating and recommending approval of
claims, payments, designated expenditures and recovery forfeitures, as
needed.
- Is enthusiastic about the field, is innovative and successful
implementing best practices for real and measurable results in
performance, cost containment and efficiency.
- Is experienced managing change and addressing the factors that
influence successful organizational change; He/she has a track record of
identifying, evaluating, monitoring, and mitigating major risks and driving
continuous improvement.
- Is a good manager and a clear communicator with a track record of
motivating and developing staff; Supports their team to accomplish
organizational outcomes.
- Possess excellent communication written and verbal skills and the
ability to explain complex issues to non-insurance professional; this is
essentials he/she will interact with a wide range of individuals including
Board members, senior leadership, Labor partners, co-workers and
subordinate staff.
TYPICAL DUTIES FOR THIS POSITION INCLUDE:
- Manages the day-to-day activities of the Insurance staff which
administers the following programs:
District Property and Liability Insurance Coverage, District Self-Insurance
Program, Owner Controlled Insurance Program, Special Events Liability
Insurance Coverage, Contract Insurance Compliance, Student Accident
Insurance Program, Charter School Insurance Compliance, Employee
Reimbursement Program, Restitution, Liability Claims, and the
Equipment Replacement Fund.
- Assists the Director of Insurance in developing and implementing
branch policy and procedure changes.
- Interfaces with vendors and contractors to ensure compliance with
insurance requirement standards.
- Reviews and makes recommendations on policy renewals, claims, and
issuance of certificates of insurance.
- Participates in insurance negotiations, selections of brokers and
carriers, and placement of insurance.
- Reviews, participates, and makes recommendations to authorize
payments for complex claims.
- Manages staff engaged in claims program development and is
responsible for obtaining timely and accurate performance indicators.
- Evaluates and recommends approval of claims, payments, designated
expenditures, and recovery forfeitures, as needed.
- Assists the Director in tracking key performance indicators for staff
engaged in claims program development.
- Performs related duties as assigned
Benefits Insurance: District paid premiums for your choice of several medical,
dental, and vision for you and your dependents; and life insurance plans.
Retirement: Membership in the California Public Employee Retirement
System (CalPERS).
Vacation: 24 days each year.
Paid Holidays: Up to 13 days.
Minimum Requirements MINIMUM QUALIFICATONS:
Education: Graduation from a recognized college or university, with a
bachelor's degree* preferably in public administration, business
administration, or a related field.
Experience: Four (4) years of experience in insurance program
management responsible for claims administration, policy development,
risk analysis, or insurance procurement and vendor management.
At least two (2) years of the aforementioned experience must be at the
supervisory level. Experience in negotiation and contract management is
preferable.
Experience in a public agency with a retirement/disability system is
preferable.
Special: Possession of certification as an Associate of Risk Management
(ARM), Associate in Risk Management- Public Entities (ARM-P),
Associate in Claims (AIC), State of California Self-Insured Administrator
Certificate, and/or professional insurance certifications are preferable.
A valid driver's license to legally operate a motor vehicle in the State of
California and the use of a motor vehicle, or the ability to utilize an
alternative method of transportation
