Job Responsibility:

GENERAL SUMMARY The Program Business Analyst is primarily responsible for evaluating processes, systems, procedures and operations that support business operations. Duties include reviewing policies, researching, collecting and analyzing data and financials and making recommendations to operations management. ESSENTIAL DUTIES & RESPONSIBILITIES Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Acts as subject matter expert on legislative, regulatory and performance contracts activity that may impact business operations, providing recommended actions to improve/maintain profitability, viability and compliance.
  • Analyzes current policies, procedures, processes, and evaluating the impact on operations. Formulate strategies for action on business critical issues.
  • Analyzes information using statistics/data analysis techniques and developing models (for example predictive segmentation, profiling etc.)
  • Collects, researches and analyzes complex clinical, economic, contracts and fiscal data on a proactive basis providing trends and variances.
  • Ensures ongoing data integrity, reporting any data inconsistencies appropriately.
  • Extracts data from database to create and delivers timely reports required by the operating units to manage performance.
  • Prepares and monitors productivity analysis and assist operations in implementing procedural improvements to achieve quality and efficiency goals.
  • Provides business unit draft budgets, annual financial operating plans, performance metrics, trend reports and variance analysis with critical forecasting.
  • Responds to requests for information by developing, summarizing and analyzing internal and external data sources.
  • Serves expert analyst supporting business unit management for all financial and productivity related business decisions.
  • Performs other related duties as required.
MINIMUM ENTRANCE QUALIFICATIONS Education and Experience
  • Bachelor's degree in Accounting, Finance, Business or Public Administration
  • Three (3) to five (5) years' experience working as part of a business operation providing financial and operations analysis and guidance; preferably in a public entity environment.

  • None
Other Requirements
  • Must maintain a valid driver's license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Company's auto insurance carrier if you drive your vehicle during company business.
  • Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies.
  • Must be able to meet the physical requirements to complete SAMA and CPR training including lifting up to 12 lbs. and supporting up to 55 lbs.; bending, stooping and getting on and off the floor without assistance.
PREFERRED QUALIFICATIONS
  • MBA or MPA
  • Knowledge of database software, such as MS Access, MS Project Planning.
  • Hands on experience with Medicaid and Medicare reimbursement guidelines.
  • Two (2) years' financial management experience in healthcare entity.
  • Project Planning Certification
