APPLICANTS MUST BE PERMANENT IN THE CLERICAL ASSOCIATE CIVIL SERVICE TITLE, If you are hired provisionally in this title, you must take and pass the Civil Service Exam, when it becomes available, to be eligible for continued employment. Business Link is a division of the New York City Human Resources Administration. Business Link is responsible for matching employers with jobseekers who have the skills that employers are seeking; provides free job placement services; hosts job fairs, maintains a repository of job seekers and offers alerts by text message through its TEXT2Work program. Business Link is the recruitment arm of the agency and works closely with the community and employers to fill job orders, provide free job placement, and offer subsidized job training opportunities to Cash Assistance recipients and low-income individuals in New York City. The Business Link Processing Unit liaises with participating employers to collect new hire verification, determine new hires' eligibility for wage subsidy, informs employers of each new hire's initial and ongoing eligibility status, enters information into the Business Link and NYCWAY systems, budgets and removes income from the cases of Cash Assistance recipients as appropriate. Business Link currently administers two wage subsidy programs. Employers are reimbursed all or a portion of wages earned by eligible new hires. The two wage subsidy programs are Employer Incentives Plus (EIP) and the Jobs Training Program (JTP). Under EIP, Employers are reimbursed a percentage of wages for each of three months and are required to retain at least 70% of all new hires who complete the wage subsidy. The Jobs Training Program is a six-month wage subsidy program where eligible hires work for a New York City Agency full-time and are paid one day a week to engage in pre-employment and job search activities in order to connect to long term employment before or by the assignment end date. Under the direction of the Unit Supervisor, with latitude for independent judgment and action, the Wage Subsidy Processing Clerk will perform general clerical tasks. Business Link is recruiting for one (1) Clerical Associate, to function as a Wage Subsidy Processing Clerk, who will:
  • Review documents, case records and authorization forms for accuracy within prescribed deadline. Check and verify public assistance recipients' initial Z' eligibility for program participation by utilizing WMS, NYCWAY and the program database. Verify the accuracy of data-entered material by comparing turnaround (b and other documents against source documents. Ensure that required corrective action is taken to correct data-entry errors.
  • Keep and post requisite records and statistics. Prepare summaries of work completed and ensure files are maintained appropriately with all necessary documentation and notations. Maintain record and correspondence with employers and participants regarding program eligibility, documentation, and outcomes. Keep control and file according to program guideline Assist in file record transfer procedures.
  • Perform various receptionist duties, including meeting the public, directing the public to the person or location most able to furnish the service requested and answering telephones. Perform general word processing functions for correspondence and reports.
  • Follows-up via the program database to ensure that all actions are accurate and complete. Maintain manual logs and assigns identification and tracking numbers.
  • Respond to telephone inquiries from program participants and employers.
- On a same day basis, data enter WMS case action vis-a-vis WMS Batch Entry, alert supervisor or designated staff to transmit, check WMS Pending Actions the following day to ensure the previous day's transactions transmitted successfully and alert staff who initiated those case actions if all transactions transmitted successfully and error free. Qualification Requirements A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience. Skills Requirement Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
