This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.Nature of Work: This position will function as a journey-level Benefits Analyst for the Benefits Division. This position will use knowledge of the Transportation Service Human Resources System (TSHRS) policies, Code of Maryland Regulations (COMAR), and Maryland Department of Transportation (MDOT) rules and regulations to regularly perform job duties. The position will serve as a Leave Analyst of SHA's Health Benefits and Retirement Programs and provide technical support within the Benefit Services Division. The Benefits Analyst will be responsible for managing leave benefits for approximately 3,000 employees. Minimum Qualifications:Education: Possession of a bachelor's degree from an accredited college or university. Experience: Three (3) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation. Selective Qualification: One (1) year of this experience must have been in the areas of benefits, leave, or retirement administration. This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).Notes: 1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience. 2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education. 3. For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience. 4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for up to four years of the required education.
