Position Description Leads technical and professional employees performing high-level, professional or consultative work requiring highly specialized program or project management knowledge. Work involves the establishment of objectives, guidelines, procedures, schedules, priorities and/or methods for achieving program, project or operational goals and activities on behalf of the Transportation Programs division. Work requires extensive contact with high-level executives and governmental agencies. Serves as a Lead Worker. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Evaluates statistical data, interprets results and prepares reports on effectiveness of program activities.
- Applies organizational change management techniques to promote an empowered and innovative culture, Product management practitioners, self-sustaining teams and a culture of sharing and safety
- Oversees and provides guidance to staff in the development and integration of new methods, policies and procedures.
- Oversees the establishment of goals, priorities and objectives consistent with the agency's strategic plan.
- Oversees planning, preparation and coordination of special meetings, workshops and conferences.
- Oversees strategic long- and short-range planning, modeling activities and/or the evaluation and development of policies.
- Oversees the development and implementation of effective techniques for evaluating agency or district programs.
- Oversees the evaluation, interpretation and dissemination of legislative information and/or preparation of operational and financial impact analyses of legislative proposals.
- Presents information on various programs, projects and activities at public and professional meetings, seminars and conferences.
- Researches, plans, coordinates and develops programs, projects, activities, or procedures to increase productivity.
- Serves as a liaison and division contact in area of expertise.
- Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees' career conversations; approving employees' leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years' experience in staff administration, business analysis, project or program administration. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.
Preferred Qualifications:
- Bachelor's Degree in a related discipline
- Business Management, Communications, or Project Management bachelor's degree

- Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
