By joining our Budget & Fiscal Management/Division of Accounts/Program Billing Branch as a/an Federal Fund Accountant in Franklin County, you'll have the opportunity to reparse project agreements and submits billings to the Federal Highway Administration for KYTC's share of cost for contracting projects under the Federal Highway Program. Including: monitoring, auditing, analyzing, and preparing documents and reports for expenditures and reimbursements pertaining to Transportation Cabinet projects. Coordinates Schedule of Expenditure of Federal Awards (SEFA) reporting for entire cabinet, which generates approximately $991M in federal receipts annually from Federal Highway Administration (FHWA). Holders of the Federal Fund Accountant position will complete tasks such as:
- Process and report on GARVEE Bonds.
- Bill and Collect Agency Funds.
- Prepare the Schedule of Expenditures of Federal Awards.
- Process Final Vouchers to close programs and verify federal funds spent in the course of the project.
Holders of this job will obtain the following skills:
- Develop an in-depth knowledge of GARVEE Bonds.
- Research agency funds.
- Develop good communication skills.
- Develop an in-depth knowledge of eMARS.
Desired candidates possess the following requisite skills or experience applicable to the position:
- Experience with complex accounting entries.
- Knowledge of eMARS and funding elements.
- Aptitude to research and problem solve.
- Microsoft knowledge.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree (which includes twenty semester hours or thirty quarter hours in accounting).
EXPERIENCE, TRAINING, OR SKILLS: Must have four years professional accounting or audit experience. Two years of the required experience must include federal accounting, auditing, or reporting.
