Job Description

This individual will be responsible for leading the planning and scheduling for the design, development and build (LRIP) and transition to production of Smiths Interconnect Inc. programs of varying size and complexity. You will work with other leaders to drive execution of the organization and company business rhythm and strategic goals. Responsibilities include planning and scheduling analysis and reporting of Program Master Phasing Schedules and Integrated Master Plan/Schedules and ensuring that the technical scope, applicable and relevant schedule information, labor budgets, high value and high-risk material and milestones, Contract Data Requirements and Deliverables (CDRLs) are included in the Integrated Master Schedule (IMS) along with the defined tasks based on the Program Work Breakdown Structure (WBS). This position will include the augmentation and integration of best practices into the SII process baseline.

Anticipate interacting regularly with the Program teams and the Executive Leadership Team on scheduling matters. The role includes IMS preparation for proposals with U.S. Government and commercial contracts and interact with internal and external customers as required, ensuring that contract milestones, deliverables and scope is reflected in the proposal schedules in accordance with the Request for Proposal (RFP), company policies, industry and customer requirements and best practices.

This position offers the opportunity to shape and improve methodologies used for effective project execution.

Duties & Responsibilities

  • Assist in developing a long-term plan for understanding execution needs across all programs as it relates to demand for in-house capability.
  • Point person for development of Government and Commercial Integrated Master Schedules (IMS).
  • Support the strategic leadership, implementation, oversight, and maturity, and cost-effective use of EVMS at Smiths Interconnect.
  • Work with the program team to plan the program technical and programmatic solution, support WBS (Work Breakdown Structure) and Integrated Master Schedule development.
  • Ensure major projects are horizontally and vertically integrated across functional groups including Engineering, Manufacturing, Logistics, Quality etc.
  • Support the team to ensure the program plan and IMS is developed consistent with the program life cycle to include accuracy and thoroughness.
  • Lead the initiation, development, and maintenance of compliant IMS's by capturing requirements from internal and external customers.
  • Supporting budget development as applicable, and ensure that the cost, schedule, technical and risks are fully integrated into the IMS.
  • Monitor and report performance against plans, and work with Finance to ensure the contractual, cost and schedule objectives are met. Support Estimate at Complete (EAC) exercises.
  • Incorporate external subcontracts, including summary and key tasks or workflows, high risk materials and key milestones into program IMS as appropriate.
  • Provide weekly and monthly planning metrics including schedule status, baseline maintenance, critical path analysis, schedule variance analysis and network logic validation, employing appropriate EVMS processes.
  • Monitor and run DCMA standard 14-point assessments on program baseline, manage change approvals and track schedule risks for multiple programs.
  • Track key schedule performance indicators for the program team providing data that drive successful completions, on budget and on schedule.
  • Understand subcontractor and consultant agreements, compliance, and provide on-going assessment of subcontractor schedule performance and status.
  • Support the preparation for, execution and closeout of follow-up actions for Gated Design Reviews.
  • Perform audits and continual improvement of project management and scheduling tools.
  • Partner with Subject Matter Experts (SMEs) and perform Schedule Risk Analysis (SRA) for schedule optimization and improved quality.
  • Partner with program teams to develop and integrate the Risk management mitigation plans into the IMS and schedule.
  • Respond to inquiries from external and internal customers as required.
  • Identify, communicate, and implement strategies to correct tool and training gaps within the organization.
  • Establish schedule processes and procedures in compliance with corporate policies, governmental laws, regulations, and standard industry best practices.
  • Represent Smiths Interconnect in meetings with internal and external auditors including Defense Contract Management Command (DCMA) as required.

The Individual

Technical Knowledge, Skills, and Abilities:

  • Knowledge and experience developing, maintaining, and reporting on schedules for various types of Government and Commercial agreements and contracts.
  • Proficient in developing and maintaining schedules on development and product-based contracts.
  • Extensive experience dealing with all elements of the program team, across multiple teams, programs, companies, and countries.
  • Strong knowledge of the FAR and DFAR, Govt and Industry Planning & Scheduling Guidance, Prime Contractor flow down provisions, usage, & applicability.
  • High degree of knowledge in Program Management and Integrated Scheduling in the Defense Industry.
  • Skilled understanding of Contract, Finance, Engineering, Lean and Scheduling concepts, principles, and compliance.
  • Ability and experience in leading the schedule negotiations and development for change orders due to changes to the scope of work or program/project proposed and/or approved changes.
  • Ability to prioritize a high volume of schedules.
  • Unwavering focus on values and excellence, excellent work ethic.
  • Experience in Microsoft Suite (Excel, Word, etc.), Scheduling software (OPP, MS Project, Schedule Risk software, etc.) and familiarity with Oracle.

Experience:

  • Minimum of 10 years of prior work experience utilizing MS Project for creating and maintaining industry related schedules.
  • Minimum of 10 years of prior work experience developing IMS's and evaluating critical path and/or workflow in an EVMS environment.
  • Demonstrated knowledge and application of project management principles on complex, multi-disciplinary systems, including program planning, RACI, IMS, critical path, EVMS, Schedule Risk Assessments, risk management, managing change, and after-action reporting.
  • Demonstrated knowledge and application of DI-MGMT-81861 Integrated Program Management Report (IPMR), DI-MGMT-81650 Integrated Master Schedule (IMS), PASEG - Planning & Scheduling Excellence Guide DoD Integrated Product and Process Development Handbook
  • Effective verbal and written communication skills tailored to a target audience. Ability to earn trust, maintain positive and professional relationships and contribute to a culture of inclusion.

Education and Experience:

  • B.S. Degree in Business Administration or related disciplined is required
  • At least 10 years demonstrated experience in Program Planning & Scheduling.

Travel: Up to 10% / minimal

Security:

  • S. Person required (U.S. Citizen or Permanent Resident). May be required to obtain a security clearance.
