Job Description

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Sheriff's Office serves and enforces court mandates, orders of protection, warrants, decrees, and property seizures. Additionally, the Sheriff's Office conducts criminal investigations of real property fraud, tax crimes, and the trafficking of illegal and untaxed tobacco products and synthetic narcotics, and monitors defendants referred by the courts for electronic monitoring. The Sheriff's Office is seeking an experienced professional to serve as the Division Budget and Procurement Manager, with supervisory responsibility for analysts performing budget, contracts and procurement related tasks. This position reports to the First Deputy Sheriff and will be responsible for managing the division's budget and financial operations and serve as the lead liaison with the agency's central Financial Management/Budget Office for division-specific personnel services (PS) and other than personnel services (OTPS) functions. The Division Budget and Procurement Manager for the Sheriff's Office will perform procurement and contracts work, and analysis related to Sheriff's Office division operations, including, but not limited to the following:
- Manage and administer the Sheriff's Office PS and OTPS budget and procurement operations, supervise and train staff and coordinate with the agency's central Budget Office and Procurement and Contracts Office, to ensure compliance with citywide and agency policies and procedures.
- Manage the full life cycle of division contracts and financial transactions, monitor funding and spending, and invoice processes.
- Coordinate PASSPORT procurement system transactions and processes, including purchase orders, invoices, contract amendments and extensions and related reconciliations, approvals, and documentation.
- Review and compile overtime data and prepare management reports, in conjunction and coordinating with the DOF central Budget Office.
- Review and ensure bank deposits are accurately made for E-Life Scan fingerprinting processes.
- Manage equipment and vehicle expenditures with MOOSE (Mobile Office of Sheriff Enforcement).
- Assist with asset forfeiture processes, including monitoring accounts, purchases and coordinating with the DOF Budget Office for fund allocation.
- Prepare budget statistical analysis and prepare reports.
- Serve as the division's lead unit manager for budget and procurement functions with division management, vendors, and DOF Budget and Procurement Offices.
- Clear invoices and users in the Law Enforcement Database (CLEAR) monthly, ensuring accurate allocations and compliance.
- Supervise and prepare grant funding requests, reports and ensure compliance with grant requirements.
Minimum Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Preferred Skills - At least 3 to 5 years of budget and/or procurement experience in NYC government, including supervision of staff performing related work. - An accounting degree, experience or 24 semester credits in accounting is a plus. - Experience handling and managing accounting responsibilities. - Experience with the NYC PASSPORT and Financial Management Systems (FMS). - Hands on experience developing and preparing financial budgets, grants, and purchasing and contracts and related functions. - Direct experience overseeing and managing budget and procurement related processes. - Delivery management. Residency Requirement New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
